Method with step-by-step pictures:
Slice the fresh turmeric and fresh ginger into thin roundls. If using turmeric powder, use 1/2 tsp of turmeric powder. Coarsely powder the pepper. In a saucepan add the milk and water. Once it starts boiling, add the sliced ginger and turmeric.
Let this boil in a low flame for 2-4 minutes. Stir in between.
Now add the pepper powder and palm jaggery. Boil for a minute. Add the nutmeg to this.
Boil for a minute and switch off the stove. Filter the milk mixture using a tea strainer.
Serve immediately.
